"Ragging is a Crime - Don't engage in it!"

Anti- Ragging Cell comprises Anti- Ragging Committee, Anti- Ragging Squad & Anti- Ragging Student Volunteers.

Anti- Ragging Cell:

Ragging has ruined countless number of persons’ lives and careers. In order to eradicate it, the Hon’ble Supreme Court in its judgment, Civil Appeal No. 887 of 2009, issued guidelines for the setting up of a Central Crisis Hotline and Anti- Ragging Database. The University Grants Commission followed it up with guidelines for setting up Anti-Ragging Cell in every educational institution in the country. Accordingly an Anti- Ragging cell has been set up since then in Swami Vivekanand University, Sagar (M.P).

Objective:-

To root out ragging in all its forms in the University by prohibiting it and preventing its occurrence in accordance with the provisions of the regulations and the appropriate laws in force.

Powers & Functions of Anti- Ragging Committee:

Anti- Ragging Committee will be the Supervisory and Advisory Committee for chalking out a plan of action for creating, promoting and preserving a culture of ragging- free environment in the University campus. The Anti- Ragging Squad will work under the supervision of Anti- Ragging Committee and engage in checking places like hostels, bus stops, canteens, classrooms and other places of student congregation for any incidence of ragging, and shall educate the students at large in the University about the menace of ragging and its related punishment provisions. Anti- Ragging Committee will be involved in designing strategies and evolving plan of action for curbing the menace of ragging in the University by:

1. Complying with the directions of the Honorable Supreme Court and remaining vigilant of any ragging activity in the campus.

2. Publicizing to all students about the directives of the Supreme Court and punishments that can be given against those indulging in ragging.

3. Forming Anti- Ragging Committees and Squads to make surprise visits and take effective steps to prevent ragging.

4. Monitoring the functioning of the Anti- Ragging Squad.

5. Taking all necessary measures for prevention of ragging inside the campus/ the hostels.

6. Offering counseling and orienting the students to the new approach.

Powers & Functions of Anti- Ragging Squad:

Anti- Ragging Squad will be working under the guidance of Anti- Ragging Committee and will seek advice from the Anti- Ragging Committee for its functioning. The Functions of Anti- Ragging Squad will be:

1. To keep a vigil and end the incidence of ragging, if any happening or reported in the places of Student congregation, including, classrooms, canteens, buses, play grounds, hostels etc.

2. To educate the students at large by adopting various means about the menace of ragging and punishments thereto.

3. To initiate a gamut of positive reinforcement activities for the students , thereby putting their energy for a better cause.

4. To work in consonance with the guidance of Anti- Ragging Committee.

5. To consider the complaints received from the students and conduct an enquiry and submit report to the Proctor along with recommendation of punishment for the offenders.

6. To conduct workshops against ragging menace and awaken the students to eliminate the evil of ragging.

7. To provide students with contact address and telephone no. of the person(s) identified to receive complaints/distress calls.

8. Oversee the procedure of obtaining an undertaking form the students in accordance with the anti- ragging provisions.

9. To keep a strict vigil to prevent any possible case of ragging in the campus/ hostel and ensure a ragging-free campus.

Punishable Features of Ragging:-

• Abetment to ragging

• Criminal conspiracy to rag

• Unlawful assembly and rioting while ragging

• Public nuisance created through ragging

• Violation of decency and morality through ragging

• Injury to body: causing hurt or grievous hurt

• Wrongful restraint

• Wrongful confinement

• Use of physical force

• Assault as well as sexual offences or even unnatural offences

• Extortion

• Criminal trespass

• Damage of property

• Criminal intimidation

• Attempts to commit any or all of the above mentioned offences against the victim(s)

• Physical or psychological agony

• All other offences emanating from the definition of "Ragging"
